Kuo-shin Chi
Co-Founder & Managing Partner
Kuoshin Chi is Co-founder/Managing Partner of BLC Consulting Service, LLC
Mr. Chi is Chief Executive Officer for BLC Consulting. Mr. Chi oversees all business functions including new business development, vendor management, contract management and outsourcing.
Mr. Chi is a senior software engineer with over 20 years of professional experience; 10 years of which are in Pharmaceutical Industry. He is accomplished in all phases of the software development lifecycle ranging from design analysis, software design, implementation, and customer acceptance. He has extensive experience in project management with an established track record of successful project delivery. His primary area of software expertise includes structured and objects oriented programming, client server development, and UNIX and NT application development. He also has extensive experience in systems administration with Solaris and Microsoft platforms, Informix, and extensive database administration experience focusing on Oracle and MS SQL Server.
Mr. Chi has Masters Degree in Chemical Engineering from West Virginia University and a Bachelor of Sciences degree from National Taiwan University.
Lisa Burke
Co-Founder & Partner
Ms.Burke is one of the founding partners and has over 20 years of professional experience in the IT field.
She has held several positions at BLC, as well as consulting for BLC Clients.
Ms.Burke is accomplished in all phases of the software development life cycle and has extensive
programming and project management experience in the financal, insurance and utilities industries.
She has been a vital part of BLC’s growth and success, making major contributions to the company during her tenure.
Her dedication is a key component of BLC’s excellent record of data and systems integrity.
Lisa is currently Director of Human Resources Department and oversees Accounting and Procurement for the BLC Companies.
Ms. Burke attended the Bryant College of Smithfield, RI,
where she earned a B.S. in 1985 in Business Administration
and Computer Information Systems.
Kevin Hurley

Kevin Hurley is a Partner of BLC Consulting Service, LLC
Mr. Hurley is responsible for providing strategic direction, client management and business development for BLC Consulting. Mr. Hurley joined BLC Consulting originally in 1999, leaving the company to pursue a career in Pharmaceutical Technologies, returning to the organization in 2004.
Mr. Hurley comes to BLC knowledgeable in Social Services Case Management Systems, late trial stages of Pharmaceutical development technology, Pharmaceutical Regulatory technology, Regulatory Defense operations, and Strategic Outsourcing.
Mr. Hurley has spent 11 years in Social Services and Pharmaceutical Industry where he held positions of increasing responsibility. His experiences within the Social Services Industry include managing and supporting the implementation of a large scale roll-out of an integrated case record system.
Within the Pharmaceutical Industry Mr. Hurley successfully supported technical management for several major international regulatory defenses on behalf of a major Pharmaceutical company. Mr. Hurley developed a strategic technical model for a major Pharmaceutical organization to outsource components of their trial execution operations. Mr. Hurley has also supported the creation of several electronic regulatory filings.
Mr. Hurley is a current member of the DIA (Drug Information Association)
Mr. Hurley attended the University of Connecticut, where he earned a B.A. in 1993.
Pia Williams
Partner
Pia Williams is a Partner of BLC Consulting Service, LLC
Ms. Williams is responsible for providing business operations management for the entire company. Ms. Williams joined BLC Consulting in 2001 as a Human Resources Manager and since then has made many notable contributions to the company. She has developed and implemented company policies through the creation and publication of an employee handbook. In addition she has implemented a payroll processing service, sexual harassment training, pre-employment drug testing and both a section 125 plan and flexible spending plan to provide tax savings.
Ms. Williams comes to BLC with a background in Human Resources Administration in both the public and private sector. She has 7 years experience in all aspect of the Human Resources function including, staffing, benefits, compensation, training, unemployment, compliance and employee relations. Ms. Williams is a member of the Society for Human Resource Management.
Ms. Williams attended the University of Connecticut, where she earned a B.A. in 1998. She holds a Human Resources Generalist Certificate from the Society of Human Resource Management. She received her MBA from the University of Connecticut in 2007.
